چکیده

P auctions are sometimes plagued with a chosen supplier’s failing to accomplish a project successfully. The risk of project failure is considerable, especially when the buyer has inadequate information about suppliers ex ante and the project can only be evaluated at the end. To manage such uncertainty, a model of competitive procurement and contracting for a project is presented in this paper. We study a setting in which suppliers differ in both the costs to fulfill the project and the types reflecting their success probabilities. To screen suppliers, the buyer invites suppliers to specify a two-dimensional bid composed of the proposed cost and a penalty payment if the delivered project fails to meet the requirements. We find that a quasi-linear scoring rule can effectively separate suppliers regarding their types. We then study the efficient and optimal design of the scoring rule. The efficient design internalizes the inferred information on suppliers’ type and essentially ranks suppliers based on the expected total cost to the buyer. In the optimal design, the buyer may or may not under-reward suppliers’ high success probability, depending on the balance between suppliers’ success probabilities and the associated cost distributions. Interestingly, it is always optimal for the buyer to possibly award the project to suppliers with low success probability to promote the competition, even when the difference in suppliers’ success probabilities is huge. We show that, compared to standard auctions, the procurement auctions with contingent contracts can significantly improve both social welfare and the buyer’s payoff.

Asymmetry in Procurement Auctions: Some Evidence from Snow Removal Contracts*

Differences across firms such as their distance to the contract to be performed may introduce some asymmetries in procurement auctions as transport of equipment may increase firms’ costs. By considering the location of firms with respect to the location of the contract, we propose to assess empirically such a statement for the snow removal procurement auctions organized by the City of Montréal....

Winning by Default: Why is There So Little Competition in Government Procurement?

In government procurement auctions, eligibility requirements are often imposed and, perhaps not surprisingly, contracts generally have a small number of participating bidders. To understand the effects of the restrictions of competition on the total cost of government procurement, we develop, identify, and estimate a principal-agent model in which the government selects a contractor to undertak...

Transacting under a Performance-Based Contract: The Role of Negotiation and Competitive Tendering

There is a growing body of theoretical and empirical evidence to support the promotion of awarding mechanisms with formal and informal devices, aimed at economic efficiency and effectiveness through the life of the contract i.e., ex ante and ex post coordination. Building on growing arguments to support negotiations instead of auctions, Bajari et al. (2002) suggest that auctions perform poorly ...

Precontractual Investment and Modes of Procurement

We study a repeated game in which a buyer must decide whether to procure goods whose design may turn out to be defective through auctions or negotiations. To reduce the likelihood of failure, the buyer must motivate the potential suppliers to make an investment before the contract is signed. As the noisy signal of the supplier’s investment is non-verifiable, the buyer can induce the suppliers t...
